Whiet plastic cover comes off easily, no cracks, a few scratches and age discoloration with some black stains from the wooden pencils/lead. Back of cover says Hung Mfg Co, Huntsville, NC, USA. Handle turns easily. Rubber base moves a bit when you move the metal handle on side. I assume this is the "suction" or vacuum part to help it stick securely to the desk but only guessing.
