I believe you have to cut the stitching at the bottom for the fringe. It is vintage circa 1960s from my Auntie Lilly's vast estate in France. This is gorgeous silk trim in baby blue and a goldy beige..if you do not cut the bottom it would be excellent as braiding type of trim.
