I have another one that's 22" but doesn't seem short when wearing, so? Should be OK for average height in that length range or can be hemmed shorter if necessary. Tag says 100% wool. Acetate lining along entire waistband. 2 hanging loops. Two "belt" loops. 3 buckles w/ straps intact. "machine wash" ok, but maybe "wool" or "gentle" setting instead? This was the older, discontinued fabric. I think his sizing runs a little big. [Closer to 45?] Your results may vary. Standard pleating for machine-sewn casual traditional [trad] kilt. About five yards. Fringed outer apron edge. Bottom hem. Flashes not included. Tie; sporran; belt, etc., also not included. Basting stitches removed. Another company called Affordable Kilts calls these their Premium Line and say they are 75% Wool / 25% Acrylic. Not sure how or if their sizing differs.
