These tie downs are intended to be used by inserting the strap through an opening in the wheel and around the tire. This is a great design! It is much easier to attach than traditional straps with D Rings that required the operator to remove the strap from the ratchet each time. It has a hook sewn in about 1/3 the way down that hooks the sewn loop on the end of the strap. Another nice feature is that the loop is smaller than many D Rings.
