The type was ordered by the JGR, with a total of twenty locomotives manufactured by the Baldwin Locomotive Works in 1897. These were classified as the Class AQ locomotives and numbered 272 through 291. These were later reclassified as the Class E7 with their numbers unchanged.The locomotives were reclassified as the Class 8100 in 1909 when a formal rule regarding standardized classification of locomotives was enacted; the locomotives were thus renumbered 8100 through 8119. The locomotives were initially used from Yamakita to Numazu on the Tōkaidō Line, but all were moved to Hokkaido afterwards. The locomotives had a long service life, with the last JGR locomotives retiring in 1951; subsequently some locomotives were sold to private and industrial railroads, where they were used until the 1960s.
