Skirt has white satin with black tulle overlay. Skirt has a lining with tulle underneath to give skirt volume. Belt is attached at waist with diamond-like gems in the shape of flowers. Velvet strings at back of belt, tie to make dress smaller and for pretty bow. Upon taking pictures, I did see a couple of small snags in the front, right hand side of the dress.
