I believe the faces are made of paper mache because they are light and has a hollow sound when I tap on them, but they could be some other material. The young character looks like one of the children from Max and Moritz, a German story of seven boyish pranks written in 1865. One of the pranks is causing a smoking pipe to explode on a gentlemen, which might be the character in the top hat with the soot around his nose They are in overall good condition, some of the edges have come away.
