The hitching ring is brass, and its finish has dulled with age, but is in good shape. It measures 9 1/2" high x 7" wide. The diameter of the bottom circle is 4" the inner hole has a diameter of 1 1/2". As you can see in the last picture this was cast in 2 parts.
