Must say i'm kind of confused as to why this gets the qualified label as the insert is there and the absence of samples (in my mind anyway) should be treated same way as extra samples which I have seen some people list books with 4 & 5 samples...so then those overages should be treated the same way as my book with an underage (I just made that word up)...but as far as I know the books with extra samples don't get "Qualified" status:( Recent case in very good shape.
