Lincoln promotes William E. Chester to Third Lieutenant in the Revenue Service and signs the appointment with a full signature as "Abraham Lincoln", and countersigned by George Harrington. George R. Harrington served as Assistant Secretary of the Treasury under Lincoln and was Grand Marshal at the subsequent funeral of the late President. In 1861, Lincoln was in a financial bind, and in a war.
