It is said that this company was created as a result of the financial difficulties Meiggs faced in completing the construction of the central railway. Combined with the Peruvian economic crisis, this situation led him to seek funds from other sources. President Enrique Meiggs was accompanied by Directors Francisco García Calderón (Vice President), Enrique H. Meiggs, Carlos S. Rand, and Guillermo H. Cilley, with alternates Juan L. Thorndike and Minor K. Meiggs. The year following Meiggs' death, the company was in the process of liquidation. Its objectives were: the purchase of urban land and constructions, the acquisition of rural lands and irrigation, public works, railways, telegraphs, mining and agricultural developments, and the issuance of mortgage bonds. These goals exceeded what could be rationally and normally achieved in those difficult times.
