Clipped from a US Treasury document, this document measures about 4.5" x 2.5" and is signed by the Acting Secretery, William Hodge. He was appointed as Acting Secretary multiple times in the 1850s by President Fillmore, and again during the Civil War in 1861 by President Lincoln.
